Only 44% of Big Push Contracts Were Sole-Sourced — Agbodza

Roads and Highways Minister, Governs Kwame Agbodza, has clarified that just 44 percent of major contracts under the government’s Big Push infrastructure programme were awarded through sole sourcing, countering claims circulating in the public domain.

His response follows a report by The Fourth Estate, which raised concerns over procurement processes, alleging widespread sole sourcing and potential cost inflation. The report further claimed that 81 sole-sourced contracts valued at over GH¢73 billion were awarded within a seven-month period.

Addressing Parliament on Tuesday, March 24, 2026, Mr. Agbodza explained that the Ministry adopted a mix of procurement methods in line with legal requirements.

“Given the scale and importance of these projects, a mix of procurement processes was employed in accordance with the law,” he told lawmakers.
He stressed that details of all projects under the Big Push Agenda have been published on the Ministry’s website, insisting there is no scandal as suggested by sections of the media.

“It is important to note that only 44 percent of all the major contracts under the Big Push project were awarded by the Ministry under sole sourcing, not what has been published by a certain online portal,” he stated.

Mr. Agbodza further revealed that more than 400 contracts have been awarded through open competitive bidding, describing the figure as unprecedented.

“We have also awarded over 400 contracts under open competitive bidding. Records show that from 2017 to 2024, almost all the projects carried out by the Ministry were sole-sourced. It is therefore mischievous for any right-thinking member of society to conclude that the Ministry only procures works through sole sourcing,” he added.
