Gov’t to Establish Three Large-Scale Garment Factories, Create 27,000 Jobs

The government plans to support the establishment of three large-scale garment factories as part of its 2026 trade and industry agenda, a move expected to generate about 27,000 jobs in the long term.

The Minister for Trade, Agribusiness and Industry, Hon. Elizabeth Ofosu-Adjare, announced this at the Government Accountability Series held on Wednesday, January 21, 2026.

According to the Minister, the garment and apparel industry has a strong capacity to absorb unemployed youth within a short period, making it a key pillar of the government’s job creation strategy.

“One of our key priorities for 2026 is to support the private sector to establish three big garment factories, and in the long run, these factories are expected to employ about 27,000 people,” she stated.

She noted that the garment sector is among the fastest job-creating industries, requiring minimal training before workers become productive.

“You don’t need long years of training before you start work. In about four weeks, you can already be productive,” she explained.

Hon. Ofosu-Adjare further emphasized the sector’s inclusiveness, highlighting that it offers employment opportunities for people across various educational levels.

“This is an industry that employs university graduates, diploma holders and even people without certificates. If you are talented and willing to work, you can earn a decent living,” she said.

She added that the initiative aligns with the government’s 24-Hour Economy policy, aimed at expanding production, improving productivity and creating sustainable jobs.

“Textiles and garments are critical to our industrial strategy because they create jobs quickly and at scale, especially for the youth,” the Minister noted.

The initiative, she said, will strengthen Ghana’s manufacturing base, boost local value addition and improve the country’s competitiveness in both regional and international markets.

“This is not just about jobs; it is about building a strong manufacturing sector that can serve both the domestic market and export markets,” she added.
