Kwabena Agyepong Unveils Six Core Pillars Under New Dawn Agenda

New Patriotic Party (NPP) flagbearer hopeful, Ing. Kwabena Agyepong, has unveiled six core pillars he says will guide his administration if he wins the party’s presidential primaries on January 31 and goes on to secure victory in the 2028 general election.

He announced the policy framework on Tuesday, January 20, while addressing party supporters and the nation at Silicon House in Accra.

The proposals, which he described as his “New Dawn Agenda,” are aimed at rebuilding public confidence and reversing policies that have, in his words, “demoralised citizens” over the years.

Under the first pillar, Ing. Agyepong outlined plans for land reforms, youth empowerment and modernised agriculture. He said land title registration would be streamlined to reduce delays and corruption, while youth-led environmental initiatives would be linked to land reclamation. He also pledged to promote climate-smart agriculture and elevate farming into a respected and profitable profession.

The second pillar focuses on urban regeneration, rural renewal and environmental protection. According to him, strict enforcement of spatial planning regulations will help transform disorganised urban settlements, while rural communities will receive improved infrastructure and basic social amenities.

On fiscal discipline and value for money, Ing. Agyepong said his administration would prioritise the completion of existing projects before initiating new ones. He added that wasteful public spending would be curtailed and a strong maintenance culture institutionalised across state institutions.

Addressing governance and public administration, he promised to restore meritocracy and professionalism in the public service. He proposed capping cabinet ministers at 19 with an equal number of deputies, appointing 16 regional ministers, limiting Supreme Court judges to 11, and abolishing the mandatory retirement age of 70 for judges to allow them serve until physically unable.

The fifth pillar introduces a national trade licence regime aimed at integrating the informal sector into the formal economy through incentives and support rather than punitive taxation.

The final pillar seeks to empower the creative arts and reignite sports development. Ing. Agyepong said his administration would strictly enforce copyright laws to protect creative professionals, while sports development would prioritise football, athletics and boxing, without neglecting other disciplines.

He expressed confidence that the New Dawn Agenda provides a practical roadmap for national renewal and sustainable development.
