Parliament has passed the 24-Hour Economy Authority Bill, 2025, paving the way for the establishment of a national body to coordinate the implementation of the government’s flagship 24-hour economy policy.
The passage of the bill followed hours of debate between the Majority and Minority caucuses, with lawmakers expressing differing views on the feasibility and potential impact of the policy.
The legislation, which was laid before Parliament in late 2025, seeks to restructure Ghana’s economy to operate on a round-the-clock basis. The proposed 24-Hour Economy Authority will serve as the central institution responsible for driving the policy’s implementation, coordinating activities between public and private sector institutions, and attracting investments to support continuous economic operations.
Government has consistently described the 24-hour economy as a transformative initiative aimed at boosting productivity, creating jobs, and expanding opportunities for businesses across various sectors. The policy was a major campaign promise of the National Democratic Congress (NDC) during the 2024 general elections.
Despite its passage, the bill faced strong opposition from the Minority caucus, which raised concerns about potential security risks and the practicality of maintaining essential services throughout the night. Minority members also cautioned that without adequate infrastructure and planning, the policy could create disruptions rather than economic benefits.
However, the Majority caucus defended the initiative, arguing that appropriate security arrangements and regulatory frameworks would be introduced to support the smooth implementation of the policy. They emphasised that several countries have successfully implemented similar economic models, resulting in increased productivity and employment.
With the bill now passed, government is expected to begin processes to formally establish the Authority and roll out implementation strategies aimed at operationalising the 24-hour economy across the country.
